   Only if properly licensed in most cities. However, any assistance you provide may have the opposite effect by enabling them to maintain a homeless life style instead of following the norms dictated by society. Any service they do not have to pay for, means just that much money for booze and drugs or a possible break in their treatment for mental disorders. Address those problems first before looking at the surface problems.
